I share my humble opinion on this very important consultation on the draft accountability to minors of 18 years.
I think what we have to ask is whether the prison system achieves its objectives with respect to those who to date are attributable and spend time in prison. Prison reform accomplished people who have committed crimes? When they leave prison and return to the streets, the ex-prisoners become productive members society? fully reintegrate into their communities? or are they often an even more dangerous threat to society?
I do not have firsthand knowledge of the prison system in Uruguay. But if I know something of the system in some countries of our region and of course in my country. In light of the prison situation in most Latin American countries, people who pass through the prison can not find any motivation to reform. There are no adequate programs to promote awareness of personal responsibility that is required to redirect his life and energy to more healthy ways of living. People who enter prison are mostly physical and sexual violence, drug addiction, degrading treatment they steal what little dignity he could stay, and if their skills improve enough for the robbery and murder.
So my conclusion to your question is that reducing the age of criminal responsibility under 18 years is a serious mistake that will destroy even more lives and families. The young offenders are often themselves victims of domestic violence, moral abandonment of their parents, abuse of police authorities, etc. Please note that I am not suggesting that you should not do anything about it. These kids need to understand their responsibility personnel who have committed crimes, they need the opportunity to repair their victims (as far as possible, depending on the crimes committed), they need to apologize and have a second chance. But this requires specific programs for them, with sufficient investment and component status values \u200b\u200bthat can offer especially Christians, as Christians who better to know of the need for forgiveness that exists in every human being!
I think that our nations need to implement restorative justice programs for everyone, but especially young people, in an environment radically different from prison.
